The lighting circuit that serves that switch is isolated while the fitting is swapped. Sockets, cookers and other circuits stay on. Power to those lights returns once the new control is on and tested.
A minor works certificate is a separate item from £95, not part of the £60 starting price. Add it to the booking if you need written confirmation of the work on that circuit. The visit still finishes with the lights working from the new control.
Yes, an on off light switch can be replaced with a dimmer where the wiring and the bulb can work with one. If the back box or the bulb will not take a dimmer, the price is given in writing before the new fitting goes on. The starting price of £60 is for that swap when the existing box and wiring already suit the dimmer.
