Let property in England needs its fixed wiring inspected at least every five years, and a good deal of what is let here goes by the week, so the changeover gap is the natural slot for it.

If it is let under a private tenancy, yes, at least every five years. For short holiday lets the regulations differ, but the report is what insurers and booking platforms generally ask to see, so owners here tend to hold one anyway.
Then the enclosure is inspected with the wiring. Weatherproofing that has failed lets damp reach the board, and that shows up in the readings before it shows up as a trip.
That changes the routes, not the test. Circuits usually run above the ceiling rather than down solid walls, and the report says where a route has limited what could be inspected.
